On July 3, 2018 the Vail Town Council voted to change the lottery process and update the 1999 Employee Housing Guidelines with the below information. The Housing Guidelines were once again updated to streamline the ticketing process to be sure the review and assignment of tickets is easily verifiable.  Employee Housing Guidelines effective October 4, 2022. The most notable changes are:

  1. Replacing the annual master lottery with individual lotteries as homes become available for resale;
  2. running a true weighted lottery versus accumulated points; and
  3. allowing applicants who own residential real estate in Eagle County at time of submitting to apply.

Resale Lottery

As homes become available for resale notification will be provided to the public and the existing interested in deed restricted homes. The lottery applies to homes located at Vail Commons, North Trail Townhomes, Chamonix Vail Community, Arosa Duplexes and others as they become available for resale. On the current listings page, you will find details applicable to the particular lottery, required documentation and qualification information.  An online application will be provided for each home which comes up for sale and applicants may qualify for up to (3) three tickets. 

Tickets will be drawn at random to determine the selected buyer plus create a reserve list should the applicant in position one in the drawing order be unable to complete the process.

Each qualified applicant shall receive a minimum of one lottery ticket for entry into the resale lottery drawing, by turning in a complete application packet. Additional lottery tickets shall be awarded, up to a maximum of three total, based upon the following criteria: 
  • Submit a complete lottery application = 1 lottery ticket 

  • Not owning non-deed restricted real estate within the Town of Vail at the time of the lottery application submission = 1 lottery ticket

  • Unsuccessful participation in a Town of Vail housing public lottery process within the previous 24 months of the scheduled lottery date.  = 1 lottery ticket

Lottery applicants must meet the following basic eligibility requirements to qualify: 

  • The residence must be used as an owner-occupied primary home; 

  • Applicants must be employed at an Eagle County business and must work a minimum of 30 hours per week on an annualized basis and continue working that same amount until the sale of the property or retirement; 

  • 75 percent of the applicant’s total income must be earned by working at an Eagle County business; and 

  • Applicants must agree to an annual maximum price appreciation cap percentage as stated in the deed restriction. 

  • Neither the applicant nor any member of the applicant’s immediate family may own improved residential real estate in Eagle County at the time of closing, except where that real estate is deed-restricted as a Town of Vail employee housing unit, subject to the terms of the deed restriction.

  • Applicants must reapply for each new lottery. One application per household.

A homebuyer class must be taken by anyone who will hold title to the property and is required to be completed prior to completing the lottery application. The best place to find qualifying home buyer class per each Community Employee Housing Lottery is on the Current Listings page of the site.
